Rock Island Public Library Board of Trustees
The Rock Island Public Library is governed by a nine-member volunteer Board of Trustees, appointed by the Mayor of Rock Island. The Board is responsible for hiring the library director, setting library policy, and approving the annual budget. Members must reside in Rock Island.

Milan-Blackhawk Area Public Library District
The Rock Island Public Library also provides services by contract to residents living within the taxing district of the Milan-Blackhawk Area Public Library District. Residents of these areas receive a Rock Island Library card with full access to all library services and materials. Board members are elected officials.
The Milan-Blackhawk Area Public Library District Board meets monthly on the fourth Thursday at 4 pm during the months of January, April, May, June, July, August, September, and a special meeting the third Thursday at 4 pm, in November at the Southwest Library, 9010 Ridgewood Road.
